Organization’s Mission:
The mission of OPAL Community Land Trust is to help sustain Orcas Island as a healthy, economically diverse community by providing permanently affordable homes and related education and support for islanders—families, seniors and singles—whose housing needs are not met by the traditional market.
To accomplish its mission OPAL: (1) acquires land and buildings; (2) develops land in an environmentally and socially responsible manner; (3) constructs or renovates buildings to be healthy, durable and energy efficient; (4) educates and counsels homebuyers and rental tenants; (5) facilitates financing for mortgages and home repairs, and (6) stewards what it creates for current and future generations.
Overview of Position:
The Facilities Manager oversees maintenance and implements or manages repairs, cyclical maintenance, and capital replacement for OPAL’s rental properties and serves as a resource for OPAL homeowners. The Facilities Manager hires and supervises contractors to implement cyclical preventative maintenance, conducts emergent repairs requested by tenants, and responds rapidly to address emergency repairs. The Facilities Manager shall also be responsible for other such duties and responsibilities reasonably related to these general responsibilities or the specific responsibilities below.
Position Status:
This is a year-round at will position for 32 – 40 hours per week supervised by OPAL’s Project and Stewardship Director.
Wage and Benefits:
Salary range for full-time (40 hours) per week is $75,000 – $85,000 per year depending on experience. Benefits include sick leave, paid time off, cost share on health insurance, contribution to retirement account.
Work Location and Physical Requirements:
The position requires regular onsite work; some computer work can be done remotely if desired, but there will be a desk space provided in the OPAL office in Eastsound. The position requires the ability to walk, stand, sit, climb, bend, kneel, crouch, crawl and reach for extended periods of time. The ability to lift, push and pull objects that weigh up to 50 pounds and occasionally up to 100 pounds.
Specific Responsibilities:
- Provide, coordinate, and/or supervise cyclical maintenance of buildings and grounds for 96 dwellings (apartments and townhomes) and offices at seven locations within a one-mile radius in Eastsound, WA, including (but not limited to):
- Monthly walk-through of all exterior spaces with verbal communication with renters if needed.
- Bi-annual inspection of all interior spaces with a written report on conditions found, recommendations and actions taken.
- Implement periodic repairs, as required, and provide a written report about work accomplished.
- Monitor installed alarm and mechanical systems
- Fire Extinguishers or Fire alarm system (at Reddick property that includes coordination of regular testing and maintenance as part of installation/monitoring contract with Fire Protection, Inc. or similar monitoring company)
- Security lighting (including light bulb replacement and operation of timers)
- Coordination with Eastsound Water Users Assoc., Eastsound Sewer and Water District, OPALCO Electrical Cooperative and other applicable utility providers as necessary.
- Landscape Maintenance
- Supervise mowing and weeding of garden beds as needed.
- Coordinate volunteers for occasional work parties (weeding, planting, etc.)
- Maintain driveway, parking, and pathways (repair gravel surfaces as needed)
- Ensure contractor is lined up for snow removal, if needed.
2. Respond to emergencies
- Work Order Response
- Effect all necessary and reasonably requested repairs, including coordinating skilled subcontractors as needed.
- Complete tasks collected on work orders or through an online work order application.
- Provide rental unit repair/repainting as necessary upon changeover of tenants.
- Maintain records of all work orders, repairs and maintenance by unit.
- Attend, as soon as possible, to any plumbing, fire, or other emergencies that threaten the health or safety of people or buildings, including involving the appropriate authorities.
3. Develop and implement a long-term facility maintenance program
- Monitor the condition and performance of all warranted appliances and equipment throughout the properties.
- Develop and monitor exterior cleaning and repainting of all buildings (exterior and interior).
- Assist OPAL and Ad-West staff with developing and implementing a cyclical maintenance plan and materials replacement schedule.
- Maintain records on maintenance performed and needed in online database.
Qualifications and Skills:
- Self-directed – able to respond as required
- A friendly and accessible demeanor and ability to communicate clearly and compassionately, even when faced with people who are agitated.
- Minimum five years’ experience with property maintenance (including basic understanding of plumbing, electrical, and carpentry with the ability and willingness to effect repairs if possible).
- Ability to climb ladders and move appliances as necessary.
- Proficient with Microsoft 365, including Word and Excel, as well as familiar with database management and a willingness to learn.
